Xibei's founding member Dong Junyi serves as CEO; the primary goal is to keep the company afloat.

Xibei announced internally today that, except for the most basic service staff and kitchen helpers, almost all operational core personnel at the stores have been included in the salary deferral plan. A manager from a Xibei store confirmed that the headquarters notified store management of the salary delay in early February. Salaries for February, originally scheduled to be paid on March 10th, were postponed until the end of March due to the company’s difficult operations in January and February. Additionally, the salaries of store managers and head chefs were reduced by 30%, but this reduction was not entirely deducted; if the store can reduce losses month-over-month next month, this amount will be paid out as a bonus.
