40 Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center Support Policies Released

Xinhua News Agency, Beijing, March 25 (Reporters Lü Shaowei and Chen Hang) The opening ceremony of the 2026 Zhongguancun Forum was held in Beijing on March 25, with the release of 40 support policies for Beijing (Beijing-Tianjin-Hebei) international science and technology innovation center jointly advanced by relevant national ministries and commissions and central government institutions.

In terms of strengthening the layout of strategic scientific and technological forces, the support policies allow universities and research institutes under central departments, under conditions that comply with relevant national regulations, to apply local science and technology policies; explore the establishment of a Beijing-Tianjin-Hebei joint fund under the National Natural Science Foundation, supporting high-level new R&D institutions and science-and-technology innovation platforms with an enterprise nature to participate in applications; and support the high-quality construction of university regional technology transfer and commercialization centers.

In promoting deep integration between scientific and technological innovation and industrial innovation, the support policies propose establishing an AI industry sandbox regulatory system and improving risk monitoring and early-warning mechanisms; for innovative drugs, urgently needed clinical drugs, and multi-component and multi-price vaccines such as those that have special requirements for production processes and facilities and equipment, support Beijing-Tianjin-Hebei in exploring a segmented production model; and encourage commercial health insurance to include relevant costs for innovative drugs and medical devices within the scope of commercial health insurance responsibilities.

The support policies also mention improving integrated service and support packages for foreign talent, facilitating foreign talent’s entry, exit, and stay/residence, optimizing the “green channel” for handling work permit matters for overseas high-level talent, and steadily expanding the scope of recognition of overseas professional qualifications.

The support policies further include allowing domestic innovative entities to work with overseas institutions to undertake major scientific and technological tasks; supporting pilot reform of the open environment for scientific and technological innovation, conducting policy stress tests in areas such as foreign talent practicing in China and enterprises planning cross-border R&D; supporting pilot policies for the development of foreign-funded R&D institutions in Beijing-Tianjin-Hebei; and launching a pilot for cross-border equity investment, supporting equity investment institutions to “come in” and “go out,” etc. (End)
