**【Caixin Global】**Nearly 4 years after taking office, Song Zhiyong, the top leader of the Civil Aviation Administration, has been promoted in place. On April 7, the website of the Civil Aviation Administration of China showed that Song Zhiyong, a member of the Party Leadership Group of the Ministry of Transport, Director and Party Secretary of the Civil Aviation Administration of China, has been added with the notation “at the rank of vice minister (principal).”

The Civil Aviation Administration of China, along with the National Railway Administration and the State Post Bureau, is a vice-ministerial-level entity under the Ministry of Transport. The head of the agency corresponds to a vice-ministerial-level official, while the deputy head corresponds to a ministerial-level (bureau) official.

The administrative level of the Civil Aviation Administration of China has been adjusted twice. In April 1993, according to the “Notice on the Setup of State Council Institutions,” “the Civil Aviation Administration of China” was renamed “the Civil Aviation Administration of China,” becoming an institution directly under the State Council; starting from December 20 of that year, its administrative level was adjusted from vice-ministerial level to ministerial level.
