Haidian's 5 incubators selected for the first batch of national excellence level
(China News Service) Beijing News, March 31— As a parallel forum to the 2026 Zhongguancun Forum annual conference, the Global Benchmark Incubators Forum recently presented honor and commemorative certificates to five Beijing incubators that were included in the list of the first batch of “Excellence-level Incubators” publicized by the Ministry of Industry and Information Technology (MIIT).
Excellence-level incubators are high-level incubators that benchmark against international advanced practices, playing a leading role in demonstration and guidance. Fourteen incubators across the country entered the public list of the first batch of excellence-level incubators. Of the five incubators in Beijing on the list, all are incubators in Haidian District: Beihang Tianhui, the China Academy of Sciences Chuangxing Hard-Tech Incubator, the Zhiyou Artificial Intelligence and Robotics Incubator, Chaosheng, and Qiji Chuangtan. They perform outstandingly in areas such as achievements transformation and enterprise cultivation.
According to the introduction, Haidian District has taken the top spot in this MIIT public list of excellence-level incubators thanks to an innovation “ecology rainforest” that has been nurtured for more than 30 years. As of now, Haidian District has a total of 191 incubators of various types, including 5 excellence-level incubators publicized by the MIIT, 9 standard-level incubators, and 12 Beijing benchmark incubators. The number of incubators at the national and municipal levels is the highest in the city; the incubating area totals nearly 2 million square meters.
Wang Yuxia, director of the service system section of the Zhongguancun Science City Administration Committee, said that Haidian District will treat incubator development as a key measure for cultivating new quality productive forces and promoting the transformation of scientific and technological achievements. It has successively issued the 《Several Measures to Support the Development of Innovation and Entrepreneurship Service Platforms》 and high-quality incubator special support policies, providing comprehensive resource guarantees for incubators’ development, and guiding incubators to develop in more professional, refined, and distinctive directions—from precise supply of innovation elements, to in-depth integration of industry, academia, research, and application, and then to the efficient integration of talent, capital, and technology—so as to create a favorable development environment for incubators.
In the next step, Haidian District will further optimize the science and technology enterprise incubation system, continuously improve the policy system, and guide diversified incubation platforms and carriers to focus on “activating from the source, deepening vertically, and enabling through the ecosystem,” building an incubation and cultivation ecosystem with full coverage across the entire life cycle of technology-based enterprises and a high concentration of resources, injecting core momentum into the development of world-leading science and technology parks and creating the city with the highest investment value.
