Jurong City 2026 Second Batch Public Listing and Transfer Announcement of State-Owned (Industrial) Construction Land Use Rights

 In accordance with the relevant laws, regulations, and documents of the State, the Province, and the city, and upon approval by the People’s Government of Jurong City, this announcement now publicly makes available for transfer by auction the state-owned construction land use rights of the following plots. Relevant matters are hereby announced as follows:

I. Transaction modality

This round of transfer by auction of state-owned construction land use rights shall be conducted using the “Jurong City Online Trading System for State-Owned Construction Land Use Rights” (hereinafter referred to as the “online auction system”) for online trading over the Internet, and applications are not accepted by on-site written application, fax, email, oral methods, or any other means.

II. Eligibility to apply

Unless otherwise provided in the auction transfer documents for this round, legal persons and other organizations within and outside the People’s Republic of China that comply with laws, regulations, and other requirements may apply to participate in the bidding. All plots in this round of auction transfer do not accept applications from natural persons to participate in the bidding (including cases where a person applies in an individual capacity, and after winning the bid, establishes a company to act as the transferee for development and construction). Bidders must pay a bid guarantee before bidding. The bidders’ bid guarantee and subsequent funds for purchasing the land must be the bidders’ own funds (for joint bidding, the funds must be owned by all joint bidders; for cases where they plan to establish a wholly-owned subsidiary or a new company, the funds must be owned by the wholly-owned subsidiary or the new company). When applying to participate in the land auction by posting, bidders must issue the “Bidder’s Financial Funding Commitment Letter” in accordance with the above provisions. If it is found that the funds used by a bidder do not match the commitments, violate regulations, or involve fraud or misrepresentation, the bidder’s qualification to bid will be cancelled, and the bid guarantee already paid will not be refunded. If the bidder has already won the land, the bidder’s qualification to win will be cancelled, and the bid guarantee already paid will not be refunded. If a land transfer contract has already been signed, the transfer contract will be terminated, and the deposit specified in the contract will not be refunded. In addition, the bidder will be included in the city’s land transaction market integrity blacklist, and the bidder will not be allowed to participate in land bidding in this city for 2 years.

Before submitting an application, bidders must go to the CFCA window in the lobby on the 7th floor of the Government Service Center, No. 8 Guancheng Road, Runzhou District, Zhenjiang (consultation phone: 0511-88968012) to办理 a digital certificate, obtain a CA key device, and obtain membership qualification for online posting auction of state-owned construction land use rights in Zhenjiang City (website: http://221.230.60.42:8180/), before they may participate in the online trading of state-owned construction land use rights in Zhenjiang City.

The winning bidder may not engage in development of industrial enterprises classified as “high-emission, high-energy-consuming, and resource-intensive (two highs and one resource)”, nor industrial enterprises that fall under the “Catalogue of Restricted Land Use Projects” or the “Catalogue of Prohibited Land Use Projects.”

III. This round’s transfer of state-owned construction land use rights via online posting auction shall determine the winning bidder according to the “highest bid prevails” principle. Applicants shall, within the specified time, log in to the online auction system, download the auction posting announcement and auction posting documents themselves, and participate in the bidding in accordance with the prescribed procedures.

IV. Time schedule and special notes:

1. Time for downloading online materials: 2026年4月2日8:30—2026年4月29日17:30。

2. Plot application time: 2026年4月30日8:30—2026年5月9日17:30。

3. Time for paying the bid guarantee: 2026年4月30日8:30—2026年5月9日17:30.(Must be paid before submitting the bid)。

Method of paying the bid guarantee: Bidders shall pay the bid guarantee through the online banking system with the application confirmation slip (including the bid guarantee payment code), or by going to the designated bank. Bidders who fail to pay the bid guarantee in full and on time shall not be allowed to participate in online bidding.

4. The term for the posting and transfer auction of industrial land plot No. 01 in this round is 30 years. The plot’s area, starting price, planning and control indicators, and other details are shown in the table below. The specific requirements and related information for the industrial land plot in this round can be found in the posting auction transfer documents. The land provision conditions are based on the current conditions inside and outside the subject plot.

5. Notice of contract award: In this auction by posting of state-owned construction land use rights, the validity of the成交 result shall be determined using the method of post-qualification review. The winning bidder candidates shall, within 2 working days after the online posting auction成交, bring all original relevant materials and the company seal that are required for the online posting transaction of this plot to the Land Transaction Office (Room 417, 4th floor, Jurong City Bureau of Natural Resources and Planning) for qualification review. According to the rules of online trading, the winning bidder candidate’s qualification for final confirmation shall only be confirmed after passing on-site verification of the submitted materials. If the winning bidder candidate does not meet the conditions specified in the transfer announcement, the transfer notice, or other transfer documents and participates in the bidding, the winning result shall be invalid, and the losses caused shall be borne by it in accordance with law for compensation responsibility.

6. Confirmation of成交: After the review is approved, the winning bidder must sign the “Investment Development Regulatory Agreement” with the town/subdistrict (administration committee) where the plot is located, and before May 13, 2026, bring the “Investment Development Regulatory Agreement” to the transferor to sign the “Confirmation Letter for Contract Award.” For bidders who have not obtained the state-owned construction land use rights, the bid guarantee shall be refunded within 5 working days after the end of online posting bidding, and no interest will be accrued on the bid guarantee. If the winning bidder refuses to sign the “Confirmation Letter for Contract Award,” it cannot counter the legal effect of the posting auction成交 result.

7. Signing the transfer contract: After signing of the Confirmation Letter for Contract Award, the winning bidder shall sign the “State-Owned Construction Land Use Rights Transfer Contract” with the transferor before May 25, 2026, and pay the land transfer premium in accordance with the prescribed requirements.

V. Emergency handling: During the online posting auction process, if the online transfer system cannot operate normally due to reasons such as network viruses, hacker intrusions, interruption of power transmission, abnormal network communications, software or hardware malfunctions, and force majeure, the online posting auction activity shall be suspended, and will resume after the fault is resolved. The Jurong City Bureau of Natural Resources and Planning will, within 24 hours before restoring the online posting auction, publish the announcement to resume online bidding through the original channels, and will also公布 the system fault reasons verified by the relevant regulatory departments.

If bidders cannot participate in the online posting auction activities normally due to reasons such as their computer systems suffering from network viruses, hacker intrusions, interruption of power transmission, abnormal network communications, software or hardware faults, etc., the online posting auction activity shall not be stopped for this reason.

VI. Legal responsibility: If the online transfer system cannot operate normally due to reasons such as network viruses, hacker intrusions, interruption of power transmission, abnormal network communications, software or hardware malfunctions, and force majeure, the transferor shall not bear responsibility. If bidders cannot participate in the online transfer normally due to reasons such as their computer systems suffering from network viruses, hacker intrusions, interruption of power transmission, abnormal network communications, software or hardware malfunctions, etc., or if the bidder’s CA certificate is lost or is used, taken, or stolen by others, the transferor shall not bear responsibility.

VII. Approved by the People’s Government of Jurong City. From the date of publication of this announcement, the state-owned construction land use rights within the scope of the plots in this round of posted land transfer shall be reclaimed for units and individuals, the original land use certificates shall be cancelled, and the land registration authority will not issue separate notice.

VIII. Bidders shall carefully read the “Transfer Announcement” and the publicly released transfer documents, fully understand the plot information, land bidding rules, and relevant requirements, clearly recognize risks related to land bidding and development and construction, and bear corresponding responsibilities on their own.

IX. This round of online posting auction of state-owned construction land use rights is handled by the Jurong City Public Resources Trading Center on behalf of my bureau.
