Beijing aims to cultivate 2 to 3 distinctive convention and exhibition industry clusters by 2028.
China News Service, Beijing, March 30 (Reporter Lü Shaowei) 《Beijing Three-Year Action Plan for High-Quality Development of the Exhibition and Convention Industry (2026-2028)》 was released on March 30. The action plan proposes that Beijing will strive to nurture 2 to 3 exhibition and convention industry cluster areas with distinct characteristics by 2028, and develop an exhibition and convention enterprise echelon consisting of 2 to 3 companies at the 1 billion yuan (RMB, the same applies below) level, 20 to 30 companies at the 100 million yuan level, and more than 100 companies at the tens of millions of yuan level.
The plan proposes that Beijing will encourage the development of smart information management platforms, apply new-generation information technologies such as the Internet of Things and artificial intelligence, and improve the operational efficiency of venues. Through digital and intelligent upgrades to services, it will enhance exhibitors’ and attendees’ sense of participation and their sense of experience. It will encourage venues to use clean energy technologies, use reusable and recyclable and renewable materials, and improve the level of green, low-carbon exhibition and event hosting.
The plan points out that Beijing will, around the capital’s strategic positioning and the development direction of leading industries, further segment vertical fields such as the big health sector, intelligent manufacturing, and fashion consumption, and develop leading companies in exhibition organization and curation, event marketing, and comprehensive services with international operational capabilities. It will focus on developing specialized market entities in the international meetings industry, such as professional conference service institutions and destination management companies.
The plan also mentions that Beijing will encourage all kinds of entities in Beijing to bid for and host international-organizations conferences, with emphasis on introducing international conferences that have a significant driving effect in boosting consumption growth and promoting industrial upgrading, as well as focusing on key annual meetings of international organizations and industry benchmark conferences, among others. It encourages social organizations, nationwide chambers of commerce and associations, and others to hold international conferences and other events in Beijing. For international organizations, it provides “one-stop” policy consultation services, and offers a fast-track channel in areas such as conference approval.
In addition, Beijing will carry out the “exhibition and convention plus” integrated empowerment action, including a series of initiatives such as innovating consumption integrated scenarios, developing an all-domain “ticket stub economy,” expanding “exhibition and convention plus investment,” and building an industry’s first-launch high ground.
