On April 1, 2026, in a public first-instance trial judgment, the Intermediate People’s Court of Xing’an League in the Inner Mongolia Autonomous Region held that Kou Wei, formerly a member of the Chinese Datang Group Corporation’s original Party leadership group and its deputy secretary and general manager, committed the crimes of accepting bribes by taking advantage of influence, and embezzlement, as well as the crime of dereliction of duty by personnel of a state-owned company. The court sentenced Kou Wei to the death penalty with a two-year suspension, deprived him of political rights for life, and confiscated all of his personal property for the offense of accepting bribes; sentenced him to fixed-term imprisonment of 12 years for embezzlement and imposed a fine of RMB 3,000,000; sentenced him to fixed-term imprisonment of 8 years and imposed a fine of RMB 1,000,000 for accepting bribes by taking advantage of influence; and sentenced him to fixed-term imprisonment of 4 years for the offense of dereliction of duty by personnel of a state-owned company. It then decided to execute the death penalty with a two-year suspension, deprived him of political rights for life, and confiscated all of his personal property, as well as confiscated all of his personal property. For the bribes and bribes-taking-advantage-of-influence proceeds and their interest and gains that have been recovered and are in the case, they shall be remitted to the state treasury in accordance with law; any shortfall shall continue to be recovered. After trial, it was found that: from 1996 to 2024, Kou Wei used the convenience formed by positions he held—such as Party Secretary and Plant Manager of the Mangwan Power Plant in Yunnan Province, a member of the Party leadership group and Deputy Director of the Yunnan Electric Power Industry Bureau, a member of the Party leadership group and Deputy General Manager of Yunnan Electric Power Group Co., Ltd., Party Secretary, General Manager, and Chairman of the Board of Yunnan Lancang River Hydropower Development Co., Ltd., a member of the Party leadership group and Deputy General Manager of China Huaneng Group Co., Ltd., Deputy Secretary of the Party leadership group, General Manager, and Party Secretary, and Director of the Board of State Grid Co., Ltd., Deputy Secretary of the Party leadership group, General Manager, and deputy-minister-level leading cadre of China Datang Group Corporation, etc.—as well as the convenience formed through authority and status. Through other state personnel’s acts in their duty, he provided assistance to relevant units and individuals in matters such as project contracting, business operations, and promotion of posts, and directly or through others illegally accepted money and goods provided by the above-mentioned units and individuals, totaling more than RMB 154 million.
