He Rong said that during the “14th Five-Year Plan” period, the quality and efficiency of legislation have continued to improve. First, in terms of content, the role of legislation in precisely serving the overall work of the Party and the state has become increasingly prominent. After the Civil Code for the Promotion of the Development of the Private Economy was enacted, local authorities across the country subsequently introduced 22 supporting regulations, which played an important role in stabilizing expectations and boosting confidence. After regulations were introduced on port calls and provisioning for international cruise ships, they greatly promoted the development of the cruise industry. Last year, China’s international cruise passenger transport volume exceeded 1.3 million passenger trips, up 25.2% year over year. Second, in terms of efficiency, through “small, fast, and nimble” lawmaking, legislation has responded in a timely manner to “big people’s livelihood” concerns and “small but targeted” measures. Formulating regulations on social insurance administration benefited 1.39 billion people who hold social security cards.
