According to a report from Xinhua News Agency in Beijing on April 2 (reporters Zhao Yining and Dai Xiahe), on the 2nd, the reporter learned from the special press conference on logistics standardization hosted by the State Administration for Market Regulation that from 2020 to 2025, China’s per-capita annual express delivery usage increased from 59 parcels to 141 parcels.

Xu Huarong, deputy director of the Policy and Regulations Department of the State Post Bureau, said that in 2020, the industry’s business revenue in the postal and express delivery sector was 1.1 trillion yuan, and by 2025 it reached 1.8 trillion yuan, with an average annual growth rate of more than 10%.

To support and guide high-quality development of the postal and express delivery industry, in recent years China has issued more than 30 standards in areas such as safety and green practices, providing a favorable environment for industry development.

In terms of ensuring the safety of delivery and shipment, two mandatory national standards—《Postal and Express Delivery Safety Production Operating Specifications》 and 《Postal and Express Delivery Safety Production Equipment Configuration Specifications》—were introduced.

To promote green transformation in the industry, two mandatory national standards—《Requirements for Limiting Excessive Packaging in Express Delivery》 and 《Limit of Heavy Metals and Certain Substances in Express Packaging》—were introduced. In 2025, the newly amended 《Interim Regulations on Express Delivery》 added a dedicated chapter on “express packaging,” and cited relevant mandatory standards, further strengthening coordination and linkage between standards and regulations.
