Yu Xiaohui: The demand for regional AI cooperation in Asia is strong; efforts should be focused on three areas.

On March 25, at the Boao Forum for Asia 2026 Annual Conference “AI+: Empowering Industrial Upgrading with Digital Intelligence” sub-forum, Yu Xiaohui, Director of the China Academy of Information and Communications Technology, stated that there is strong demand for AI technology in the Asian region, and Chinese companies are providing significant support for regional cooperation. He believes that in the face of the rapid evolution of AI technology, it is essential to embrace innovation while building secure governance capabilities.

Yu Xiaohui used data to illustrate the activity of AI in Asia: approximately 28% of global AI unicorn companies are from Asia. “Asia has very strong demand and vitality, with a group that understands AI technology and is willing to embrace it.”

Regarding regional cooperation, he believes efforts should focus on three areas: first, the diversification of minor languages and models; China’s open-source models provide a foundation for countries to train sovereign models; second, interconnected computing power, which can explore cooperation in computing infrastructure within the region; third, collaborative security and governance, which has broad space in areas such as common standards, testing tools, and capacity building.

In terms of governance, Yu Xiaohui stated: “There is no essential difference among countries in the global governance values and basic principles of AI. The difficulty lies in what the specific path is during implementation—whether to develop only after establishing all the rules or to develop while making agile adjustments.”

Regarding the recently widely discussed “lobster” (i.e., the open-source AI agent OpenClaw) application, Yu Xiaohui revealed that the Academy had detected related security incidents in February of this year. He cautioned ordinary users without a technical background to “wait a bit for safer products to come out.”
