On March 26, it was reported that the Boao Forum for Asia Annual Conference 2026 is being held from March 24 to 27 in Boao, Hainan. At the sub-forum titled “Blue Economy: New Momentum from the Ocean and New Future for Ports and Shipping,” Luo Bixiong, Chief Scientist of China Energy Construction Corporation and Chairman of China Power Engineering Consulting Group Co., Ltd., stated that the integration of energy and transportation has been planned by China Energy Construction for five years. He mentioned that transportation, especially ports and shipping, is a significant energy consumption area, with global ports and shipping being major energy consumers, emitting approximately over one billion tons of carbon dioxide each year, making the task of reducing carbon emissions a long and arduous one.
Luo Bixiong discussed that as a national team, China Energy Construction has proposed a systematic solution, which primarily involves replacing traditional energy with green energy, such as green electricity, green hydrogen, green ammonia, green methanol, and green fuel.
He expressed that China is an archipelagic country with many islands; if energy issues are not resolved, residents cannot be retained, and discussions on energy security and economic development become meaningless. China Energy Construction has proposed systematic solutions, such as utilizing offshore wind and solar energy from surrounding islands and storing energy from the islands, effectively solving the energy supply for the islands themselves and enabling them to export energy.
“We have abundant marine resources, and not all should be built on the mainland. We can conduct local transformations on the islands, using offshore wind power to synthesize hydrogen, ammonia, or even methanol, allowing ships and transport to refuel directly at the islands, which is very important,” Luo Bixiong stated. He mentioned that China Energy Construction has proposed a plan for Hainan Province to build a greener Hainan Island, making energy greener. After Hainan’s customs closure, it operates relatively isolated, and highways can utilize green electricity and green hydrogen, with green hydrogen also serving as a reducing agent for industrial products, making its application very broad.
