“As a newly built project, you are the first group of reporters to visit our company,” said General Manager Hu Guanglin as he greeted the reporter around 8:40 a.m. on February 26. The reporter arrived at the construction site of the hydrogen energy comprehensive utilization project at Dalian Jiahong Energy Technology Co., Ltd., located in Dalian Ganjingzi Chemical Park. Hu, who was waiting at the scene, led the reporter on a tour of the new plant after a brief introduction.
“This project is an important part of Dalian’s plan to develop a hydrogen energy industry highland, building a complete ‘production + storage + transportation + refueling + utilization’ hydrogen industry system. The total investment is expected to be 1.7 billion yuan. It started construction on September 30 last year, with 90% of the work completed. It will be put into operation in April,” Hu explained as they walked. The first phase of the project uses industrial by-product hydrogen from surrounding chemical companies to produce high-purity hydrogen with a purity of over 99.999%. It is mainly used in hydrogen refueling stations, electronic processing plants, industrial users, and other high-end hydrogen applications. The capacity can reach 20 tons per day, enough to meet the hydrogen needs of about 1,200 hydrogen fuel cell vehicles in Dalian. Once operational, it will become the largest daily hydrogen production base in Liaoning, with an annual output value of about 1.5 billion yuan.
In the plant, the reporter met Hu Xiangyang, Deputy Director of the Development and Reform Bureau of Jinpu New Area, who was visiting the company. Upon meeting, he asked Hu Guanglin, “After the holiday, when will construction resume, and are there any issues to resolve?” Hu Guanglin replied, “Just in time. Before the holiday, the government helped build the retaining wall, and the concrete has been poured. When can backfilling start?” Hu Xiangyang called the construction unit on-site to inquire, and they responded, “Once the temperature reaches suitable conditions in the next few days, construction will begin immediately.”
Hu Guanglin repeatedly expressed his feelings: “For this project, the Jinpu New Area Management Committee leaders hold a weekly coordination meeting, with a dedicated team following up. From start to near completion, only half a year has passed. The first phase hasn’t even been put into production yet, but over 100 clients have placed orders. The company is confident in accelerating the construction of the green hydrogen and liquid hydrogen second phases!”
About 40 kilometers from Dalian Jiahong Energy, the reporter visited the design institute of Dalian Huari Heavy Industry Port Machinery Manufacturing Division, a well-established state-owned enterprise. As they entered, the project’s critical R&D phase was underway, with Deputy Director Jiang Xin on a phone call. After waiting for a while, he finally hung up and apologized, “Sorry, I can’t step away right now, see…”
Before he finished speaking, his phone rang again. “The project is very tight. Can the layout diagram of the monitoring management system be ready a few days earlier?” The voice on the other end was from a technical representative at Tangshan Port, anxious.
“We will send more staff and work quickly. It will be ready in the next couple of days,” Jiang Xin responded.
Right after the Spring Festival, as the core department implementing the “Smart Transformation” project for Dalian Heavy Industry Equipment Group, the design institute is responsible for building a contract worth 113 million yuan for Tangshan Port, including the world’s first 3,000-ton chain bucket-type ship unloader.
“This equipment eliminates the driver’s cab, achieving unmanned operation, which is a world first,” Jiang Xin said, leading a young team with an average age under 35, to tackle technical challenges. They installed a “smart eye”—six laser radar sensors above the material grabbing head, providing 360-degree coverage to model the environment in real-time, including the vessel wall and obstacles, enabling autonomous recognition and path planning. Compared to similar grab-type ship unloaders, the chain bucket unloader’s efficiency is increased by about 50%, and energy consumption is reduced by 40%, promising a revolutionary change in the industry.
“The product is scheduled for delivery in November this year. The entire R&D team must work against the clock,” Jiang Xin said as his phone rang again.
Accelerating industrial upgrading through major projects, Dalian is focusing on transforming traditional industries and cultivating strategic emerging industries.
