The Wall Street Journal reports that on Thursday, Republican members of the U.S. House of Representatives rejected a resolution by a tie vote of 215-215. The resolution aimed to prohibit President Trump from taking further military action against Venezuela without congressional authorization. A similar measure failed to pass in the Senate a few days earlier. In the closely divided House, the vote largely followed party lines. All Republicans except Don Bacon of Nebraska and Thomas Massie of Kentucky voted against, while all Democrats voted in favor. The deadlocked vote reflects concerns in Congress (including some Republicans) over Trump’s foreign policy. An increasing number of members support the constitutional view that the power to deploy U.S. troops should belong to Congress, not the President.
