Texas, one of the leading states in technology and financial innovation in the U.S., is preparing to take an important step in the cryptocurrency field.

The Texas Strategic Bitcoin Reserve Act (SB will be read for the second time in the House of Representatives on May 20. This process is a necessary step for the law to be submitted for a final vote.

Dennis Porter, co-founder of the Satoshi Action Fund )SAT(, announced via social media that SB 21 continues to make progress on the House agenda. If the bill passes a full vote in the House before the end of the legislative session on June 2, it will be submitted for approval by the Governor of Texas.

SB 21 was first accepted in the Texas Senate on March 6, 2025, with 25 votes in favor and 5 against. The bill, which was then sent to the House of Representatives, passed the Committee stage on May 8, 2025, without any amendments and was placed on the House agenda for general voting.

The proposal envisions the establishment of a Texas Strategic Bitcoin Reserve at the state level. This reserve fund will be financed by allocations from the legislature, private revenue sources, acquired crypto assets, investment income, and donations. In terms of security, advanced measures such as cold wallets will be implemented.

Additionally, under the law, it will become mandatory to establish an advisory committee that will provide strategic guidance on the management of the fund and to publish a transparent reserve report every two years.
