Local regulators have not yet clarified the legal boundary between prediction markets and gambling—if they are determined to be information aggregation tools, they may be able to pursue a regulatory path by being treated similarly to financial instruments; if they fall under the gambling category, the scope for expansion will be greatly constrained. Industry insiders note that the fundamental difference between prediction markets and gambling is that prediction markets can reflect the collective expectations of real-world events, offering informational value that goes beyond mere betting.
