New Chief Secretary for Administration, Hsieh Hsiao-hua: The first five-year plan incorporates factors for national security and long-term stable development.
The newly appointed Secretary for Constitutional and Mainland Affairs, Tse Siu-wah, said that, to better align with the country’s “15th Five-Year Plan,” the government will follow the important principle that “safety is the prerequisite for development, and development is the guarantee for safety.” Under the leadership of the Chief Executive, the bureau will take primary responsibility for drafting Hong Kong’s first five-year plan, while also incorporating factors related to national security and Hong Kong’s long-term stable development.
Tse Siu-wah said in an interview with Takung Pao Wen Wei Pao that the “15th Five-Year Plan” is the country’s strategic blueprint for development. Hong Kong will formulate its first five-year plan with a forward-looking, strategic, and long-term orientation. The government and the Legislative Council will set up a coordinated mechanism for research and for collecting views, covering areas such as finance, land development, and development of the Northern Metropolis. The government will widely collect views. The government hopes that, through achieving constructive interaction between the executive and the legislature and establishing a partnership with the Legislative Council, it will effectively advance the formulation of Hong Kong’s first five-year plan.

Patriotism education is like the DNA in the immune system—it can help residents fend off foreign intrusion. The bureau will work together with people from all sectors to organize more activities to deepen young people’s understanding of the country. Other policy bureaux will also arrange for more young people to visit the Mainland so they can personally learn about national conditions.
Earlier, the State Council Information Office released the white paper titled “Practical Measures for Hong Kong to Safeguard National Security Under ‘One Country, Two Systems’.” Tse Siu-wah said that the white paper provides an important framework, helping society understand that in safeguarding national security in Hong Kong, the primary and also the most important task is to safeguard the security of political power.
