The MEETI MATCH Act may lead to further regulation, highlighting the importance of independence and controllability!

U.S. lawmakers from both parties have introduced the “M ATCH” bill, the “Multilateral Alignment of Technology Controls on Hardware Act,” and the key points are as follows:

  1. A comprehensive ban on the export of critical semiconductor manufacturing equipment to China and others, such as DUV, low-temperature etching, and other equipment;
  2. For the entities behind extremely important subsidiaries, including SMIC, Hua Hong Group, Yangtze Memory, Storage and Huawei, not only will exports be banned, but repairs and technical support will also be prohibited;
  3. Requires allied countries such as the Netherlands and Japan, within 150 days, to align their export control measures for semiconductor manufacturing equipment to China with those of the United States; if they fail to align on time, the U.S. will unilaterally impose controls;

Although the bill has not yet been enacted, the main theme of independent controllability is highlighted

The bill is currently at the initial stage of the legislative process and will later need to go through procedures such as deliberation and voting by committees of both the House and the Senate, and the president’s signing. Semiconductors are at the core of national strategic priorities; the core of China-U.S. confrontation is also centered on this. Independent controllability is the long-term main line—please focus on it!
