Iran Proposes Using Strait 'Toll' for Reconstruction, Sharing with Oman

On April 7, Iranian state media reported that Iran proposed a ten-point plan on Monday aimed at ending the war with the United States and Israel. This proposal, conveyed by Pakistan, seems unlikely to resolve major issues before the deadline set by Trump. Two senior Iranian officials stated that the proposal includes guarantees that Iran will not be attacked again, a cessation of Israeli strikes on Hezbollah in Lebanon, and the lifting of all sanctions. In exchange, Iran would lift its de facto blockade of the vital Strait of Hormuz. Iran would also charge approximately $2 million for each passing vessel and share the revenue with Oman across the strait. According to the plan, Iran intends to use the proceeds for the reconstruction of infrastructure destroyed by U.S. and Israeli attacks, rather than directly demanding compensation.
