China Railway: Executive Leadership Change!

On March 31, China Railway Group Co., Ltd. released information that the 20th meeting of the Sixth Session of the Board of Directors of China Railway Group Co., Ltd. [the 1st regular meeting of 2026 (overall No. 3 for 2026)] was held in person on March 30, 2026. The following proposal was considered and approved, “Proposal on Adjusting the Personnel Composition of the Board’s Strategy and Investment Committee and the Board’s Work Safety, Health and Environmental Protection Committee”:

It was agreed that the Board’s Strategy and Investment Committee will be adjusted from 4 directors to 5 directors. Zhao Dianlong will be newly added as a committee member. The committee chairperson will remain Chen Wenjian. The other committee members remain unchanged: Wen Limin, Xiu Long, and Tu Haiming;

The Board’s Work Safety, Health and Environmental Protection Committee will still be composed of 4 directors. The chairperson, currently Chen Wenjian, will be adjusted to Zhao Dianlong. The committee members will be Wen Limin, Tu Haiming, and Fang Xiaobing. Chen Wenjian will no longer hold any position on that committee.

The composition of other committee personnel and the appointment of their chairpersons remain unchanged.

In September 2000, it was separated from the Ministry of Railways in terms of government and enterprise administration, and the entire transfer was made to the administration of the Central Committee of Large State-Owned Enterprises. In May 2003, the State-Owned Assets Supervision and Administration Commission of the State Council fulfilled the role of the investor. On September 12, 2007, China Railway Engineering Corporation exclusively initiated and established China Railway Group Co., Ltd., and on December 3, 2007 and December 7, 2007, respectively, it was listed on the Shanghai Stock Exchange and the Hong Kong Stock Exchange. In December 2017, it was restructured from an enterprise owned by the whole people into a state-owned wholly owned company and renamed China Railway Engineering Group Co., Ltd.

China Railway Group holds the Class-A general contracting qualification for railway engineering construction approved by the China’s Ministry of Housing and Urban-Rural Development, the Class-A general contracting qualification for highway engineering construction, the Class-I general contracting qualification for municipal public works engineering construction, and Class-I specialized contracting qualifications for bridge engineering, tunnel engineering, highway subgrade, and pavement engineering, and it also has the Class-A design qualification in the highway industry. It holds the certificate of qualifications for foreign economic cooperation and operation of the People’s Republic of China and the certificate of qualifications for import and export enterprises.

It is understood that:

Mr. Chen Wenjian, a member of the Chinese Communist Party, is a senior engineer of the top professional level. He currently serves as the Party Secretary of the Company’s Party Committee and Chairman of the Board, and simultaneously serves as the Party Secretary of the China Railway Engineering Group Co., Ltd. (hereinafter referred to as “China Railway Engineering Group”) and Chairman of the Board. Mr. Chen started working in 1996. From January 2007 to September 2014, he served as General Manager and Party Secretary of the China Construction Algeria Branch Company. From September 2014 to August 2016, he served as General Manager of the Overseas Business Department of China State Construction Co., Ltd. From August 2016 to December 2017, he served as General Manager of the Overseas Business Department of China State Construction Co., Ltd. and Secretary of the Party Working Committee. From December 2017 to June 2018, he served as General Manager of the Overseas Business Department of China State Construction Co., Ltd. and Secretary of the Party Working Committee, and also served as General Manager of the Overseas Department. From June 2018 to October 2018, he served as General Manager of the Overseas Department of China State Construction Co., Ltd., and Chairman and Party Secretary of China Construction International Engineering Company. From October 2018 to March 2020, he served as General Manager of the Overseas Department of China State Construction Co., Ltd., and Chairman and Party Secretary of China Construction International Engineering Company, and also Chairman of China Construction (Nanyang) Development Co., Ltd. From March 2020 to November 2020, he served as Party Secretary and Chairman of China Construction Third Engineering Bureau Co., Ltd. Mr. Chen joined the Company in November 2020. From November 2020 to December 2020, he served as General Manager, Director, and Deputy Party Secretary of China Railway Engineering Group. From December 2020 to February 2025, he served as President of the Company, Executive Director, and Deputy Party Secretary of the Party Committee, and concurrently served as General Manager, Director, and Deputy Party Secretary of China Railway Engineering Group. From February 2025 to March 2025, he served as Party Secretary of the Company, President, and Executive Director, and as Party Secretary of China Railway Engineering Group and Chairman. In March 2025, he served as Party Secretary and Chairman of the Company, and Party Secretary and Chairman of China Railway Engineering Group. Mr. Chen graduated from the Department of Civil Engineering of Tsinghua University, majoring in Building Structure Engineering, and additionally studied Environmental Engineering from the Department of Environmental Engineering; he obtained a Bachelor’s degree in Engineering. Later, he obtained a postgraduate degree and a master’s degree in Business Administration from the SAID Business School of the University of Oxford in the UK.

Mr. Zhao Dianlong, a member of the Chinese Communist Party, is a senior engineer of the top professional level, and enjoys special government allowances from the State Council. He currently serves as Executive Director and President of the Company, and Deputy Party Secretary of the Party Committee, and simultaneously serves as General Manager, Director, and Deputy Party Secretary of China Railway Engineering Group Co., Ltd. (hereinafter referred to as “China Railway Engineering Group”). Mr. Zhao started working in 1998. He previously served as Party Secretary and Vice Chairman of China Railway Construction International Group Co., Ltd., and as General Manager, Director, and Deputy Party Secretary of China Civil Engineering Group Co., Ltd.; from April 2019 to July 2021, he served as Party Secretary and Chairman of the Board of China Civil Engineering Group Co., Ltd.; from July 2021 to August 2021, he served as a member of the Standing Committee of the Party Committee of China Railway Construction Group Co., Ltd.; from August 2021 to January 2026, he served as a member of the Standing Committee of the Party Committee of China Railway Construction Group Co., Ltd., and as a member of the Standing Committee of the Party Committee of China Railway Construction Co., Ltd. and Vice President; from January 2026 to February 2026, he served as President and Deputy Party Secretary of the Company’s Party Committee, and General Manager, Director, and Deputy Party Secretary of China Railway Engineering Group; from February 2026 to date, he serves as Executive Director and President of the Company and Deputy Party Secretary of the Company’s Party Committee, and General Manager, Director, and Deputy Party Secretary of China Railway Engineering Group. Mr. Zhao graduated in 1998 from the Northern Jiao Tong University (Beijing Jiao Tong University), majoring in Railway Engineering in the Department of Civil Architecture and Railway Engineering, and obtained a postgraduate degree and a Master’s degree in Engineering.
