The United States has made an initial anti-dumping ruling on Chinese hardwood decorative plywood, determining that Chinese producers/exporters are dumping at a rate of 187.27%.
According to the China Trade Remedy Information Network, on February 25, the U.S. Department of Commerce issued a notice on anti-dumping preliminary determinations for hardwood decorative plywood imported from China, Indonesia, and Vietnam. Because Chinese companies did not participate in the proceedings, the initial ruling found that the dumping margin for Chinese producers/exporters was 187.27% (after the adjustment for countervailing subsidies, the cash deposit was 185.96%); for Indonesian exporters/producers PT. Mustika Buana Sejahtera, the dumping margin was 84.94% (the cash deposit after the adjustment for countervailing subsidies was 84.94%), PT Sengon Indah Mas/PT Java Wood Industri, the dumping margin was 19.98% (the cash deposit after the adjustment for countervailing subsidies was adjusted to 19.88%), PT Wijaya Cahaya Timber TBK/PT Wijaya Triutama Plywood Industri, the dumping margin was 46.84% (the cash deposit after the adjustment for countervailing subsidies was 46.84%), and other exporters/producers, the dumping margin was 38.30% (the cash deposit after the adjustment for countervailing subsidies was adjusted to 38.27%); for Vietnamese exporters/producers, the dumping margin was 196.14% (the cash deposit after the adjustment for countervailing subsidies was adjusted to 191.85%—194.80%). The U.S. Department of Commerce expects to issue its final anti-dumping determinations on the Chinese products at issue on May 12, 2026, and on the Indonesian and Vietnamese products at issue on July 13, 2026.
