People’s Finance News, March 27: At the 23rd meeting of the Standing Committee of the 16th Beijing Municipal People’s Congress on March 27, the “Provisions on the Administration of Unmanned Aerial Vehicles in Beijing” were adopted. The provisions will take effect on May 1, 2026. At a subsequent press conference, 10 departments including the Beijing Municipal People’s Congress Standing Committee’s Legislative Affairs Committee and the Beijing Municipal Public Security Bureau provided a detailed introduction to the legislative and implementation work. The provisions clearly stipulate that the entire administrative area of Beijing is a controlled airspace for unmanned aerial vehicles, and that all outdoor flight activities require an application. The provisions also set rules for the production, sale, and transportation of unmanned aerial vehicles. They explicitly prohibit the illegal production, assembly, “jigsaw assembly” (piecemeal assembly), or modification of unmanned aerial vehicles, or the cracking of their systems. They also prohibit selling or leasing unmanned aerial vehicles and their core components to units and individuals within Beijing’s administrative area. They prohibit transporting or carrying unmanned aerial vehicles and their core components into Beijing’s administrative area. For existing unmanned aerial vehicles that have completed real-name registration and information verification, the exception applies to those carried by the owner. (CCTV News)
